Significance: The Merrimack and Rolling Dams were built as part of the third phase of building of the Lowell Canal System, to provide intermediate levels between the Merrimack Canal, on the upper level, and the Eastern Canal, on the lower level, so that both would be able to discharge through the same wasteway.
