Significance: The need for a consolidated Army food and clothing research laboratory had become apparent during World War II when Quartermaster research activities on these commodities were conducted at facilities scattered across the country. In response to this need the Norfolk facility was established in 1953. The new center was unique because it was the first installation in the country that combined the study of human reaction to environment with the study of military equipment under virtually all known climatic conditions.
