Significance: Square 407 is situated in the approximate center of the Pennsylvania Avenue Development Corporation district. It is bounded on the east and west by Eight and Ninth Streets, and by D and E Streets on the south and north, and has a rectangular configuration. The location of Square 407 in the L'Enfant Plan of Washington is important in that its eastern flank constitutes a boundary for the north south Eight Street axis. Eight Street was of formal and symbolic importance in the Plan, linking the site of a proposed national church at the rise of land at F Street with the Potomac River to he south.
