It was designed by Comstock and Trotsche Architects, who were responsible for some of San Diego's most impressive buildings. The building's most notable feature is an elaborate central stairhall lit from above by skylight. Its plan, with its light wells and windows opening onto the main hall brought air and light into the building and allowed maximum exploitation of the narrow site.
